Permission for Unban Requests

Same as I said there, but for unban requests since it's annoying seeing other players post things on someone else's unban request like "Yeah he should get unbanned" or "No leave him banned he deserves it!".
If not apply an infraction system to those that post on other's unban requests.

People who will be founded as spamming like those comments you just said, will be punished.
